    Overview

    This is a permanent full-time position.

     

    The Disability Employment Services (DES) Health Services Officer (HSO) is responsible for providing customers with a disability innovative, flexible, person centred clinical services, employment assistance and support that is focused on the achievement of life goals and career aspirations. Through the provision of evidence based clinical interventions, the role facilitates customers entering into and sustaining meaningful employment.

     

    Responsible for linking quality health professional services to occupational goals, this role works in conjunction with a range of stakeholders to deliver health solutions to support ongoing sustainable employment. A DES HSO conducts a variety of functions including assessments, individual and group interventions, case reviews, peer support to key stakeholders and sustainability programs with employers.

     

    DES HSOs will be required to assess and provide intervention for complex cases and may have responsibilities for customers in employment to support their induction, training and independence in the workplace. This will take place in collaboration with the DES Placement Consultant (PC), DES subject matter experts, Health Service Manager, Clinical Manager and the site Business Manager. You may be required to focus on one phase of assistance or perform a variety of activities.

    Responsibilities

    • Delivering individual and group discipline specific services, including assessments, clinical intervention, vocational assessments, vocational planning and counselling services (where discipline appropriate) that are consistent with MAX Solutions philosophy and quality standards
    • Undertake assessments of work capacity with an awareness of the physical and personal vulnerabilities of the customer
    • Provide case management services that are evidence based and solution focused for customers returning to work that meet the skills and labour needs of employers. Case management is defined as oversight of a prioritised caseload as determined collaboratively between the HSO and the site Business Manager. Compliance management and reporting to the department is not a responsibility of this role
    • Understand and practice the principles of caseload triage and prioritisation
    • Facilitate regular appointments with customers. On the basis of clinical assessment, identify training, development and employment opportunities appropriate for customers and support them in their engagement in these activities
    • Contribute to the creation of high quality and targeted resumes for customers
    • Work in collaboration with the DES PC to facilitate the achievement of employment goals that provide sustainable outcomes for customers with a disability, including negotiating National Work Experience Program, Workplace Tours, Disability Confidence Training, Job Analysis/Creation and Carving
    • Within the scope of the HSO discipline, identify reasonable adjustments within the workplace and seek professional advice on workplace modifications and solutions to ensure sustainable employment outcomes for people with disability. This may be achieved working with a range of stakeholders including employers, Job Access and others
    • Negotiate and deliver Post Placement Support Plans in collaboration with DES PCs, employers and customers
    • Contribute to a multidisciplinary team of allied health professionals
    • Performing quality services consistent with DSS contractual and legislative requirements
    • Working with the DES PC, ensure all Key Performance Indicators are met through effective case management including placement targets and subsequent conversion to outcomes at 4, 13 and 26 weeks
    • Liaise with external service providers, health professionals and community organisations to increase social inclusion for customers
    • Maintaining professional registration and resources necessary for the provision of discipline specific services
    • Maintaining and reporting statistics relating to the provision of services
    • Participating in professional development, case review meetings and training as required
    • Comply with all WHS procedures ensuring that team members including volunteers and contractors abide by all relevant health and safety procedures
    • Act as a role model by demonstrating safe work behaviours and report all accidents, incidents or near misses immediately.

    Other Discipline Specific Duties and Responsibilities

     

    Provisional or General Registration Psychologists

    • Assessments for psychological work capacity including an awareness of multidisciplinary barriers
    • Clinical and intellectual testing using psychometric testing where appropriate
    • Clinical and vocational counselling for customers returning to work
    • Solution focused clinical intervention that links to employment
    • Cognitive behavioural therapy and other modes of evidence based practice
    • Occupational Rehabilitation and liaison with case managers, worksites and customers
    • Employee Assistance Program including counselling and critical incident debriefing.

    Occupational Therapists

    • Conducting functional capacity assessments (including an awareness of multidisciplinary barriers), ergonomic audits, work site assessments and designing and coordinating graded return to work programs
    • Educating customers in safe work practices
    • Modifying the work environment to suit the needs of customers to improve their productivity and prevent/minimise injuries or exacerbation of their symptoms  
    • Delivering individual and group programs and activities to enhance customer independence in everyday activities
    • Developing coping strategies for customers in overcoming their mental health challenges
    • Improving customers confidence and self-esteem in work and everyday environment
    • Liaison with internal multidisciplinary team as well as external medical and community health services.

     Rehabilitation Counsellors or Counsellors

    • Assessments for work capacity including an awareness of multidisciplinary barriers
    • Vocational counselling for customers that links to employment
    • Counselling and other modes of evidence based practice
    • Occupational Rehabilitation and liaison with case managers, worksites and customers.

    • Be able to demonstrate experience in discipline specific evidenced based assessments and intervention and rehabilitation
    • Have a solution focused, evidence based, innovative approach to practice which links to sustainable employment solutions
    • Demonstrated ability to work to Key Performance Indicators
    • Excellent organisational and administrative skills including ability to work to schedules and reporting deadlines
    • Have computer skills including intermediate typing skills.

     

     Required Experience

    • Knowledge or experience in employment services or other occupational rehabilitation fields would be highly regarded.
    • A detailed understanding of barriers to employment and effects of unemployment
    • Experience facilitating group interventions will also be highly regarded
    • Knowledge of relevant legislation including; anti-discrimination, equal employment opportunity, occupational health and safety, privacy and freedom of information and relevant WorkCover or accident compensation legislation.

     

     Qualifications/Requirements - Mandatory

    • Tertiary qualifications in your discipline with registration with the relevant state or national professional body, or if no registration body, then membership of the relevant professional association, is essential
    • You are required to continue to engage in professional development activities as defined by the professional registration requirements of the relevant profession
    • Hold or have the ability to obtain a current Police Clearance and Working with Children Check.

     

    Qualifications/Requirements - Preferred but not essential

    • Current Driver’s License
